BZIP2: Applications
Julian Seward provides a command line application for Unix (Linux, BSD) and Windows. Additionally a large variety of other operating systems are supported by the freeware project maintained by him. His webpages provide corresponding links.
Beyond that, BZIP2 is specified as a part of the "ZIP Application Notes" as published by PKWARE. Several applications support BZIP2 or ZIP files with BZIP2 as a compression method, at least for decoding.
